Scope of work
The NorthWater canal estate is playing a major role in the revitalization of the Carnarvon waterfront . Designed to create new lifestyle and investment opportunities for the Gascoyne region, the development project is a local initiative which will ultimately provide for the long term growth of the town.

Benchmark Projects has been engaged to provide project management services to the delivery of the project.

Challenges
Prior to Benchmark Project’s appointment, a subdivision application was lodged over Stage 3 NorthWater. The approved plan delivered a revetment style canal finger, comprising 17 canal lots and 3 group housing sites. Upon reviewing the proposed development and significant forecast loss, Benchmark Projects was authorised to undertake a detailed due diligence, feasibility and concept plan review process.

Innovations and Solutions
Drawing on the latest in marine wall technology, a feasibility assessment was undertaken and tested a number of alternate concepts. T he revised concept delivered a superior social and financial outcome, achieving a total of 53 canal lots at twice the original IRR.

Outcomes
Government and stakeholder support for the revised development concept have been received. The project is currently awaiting funding allocations for design and construction.
